Utilities State Government Organization

The Utilities State Government Organization (USGO) is a leading professional association which represents government affairs professionals from investor-owned gas and electric utilities and electric cooperatives.

In our 45 plus year history, USGO has been operated entirely by utility state government professionals chosen by their peers, and has represented members from a diverse set of leading companies in the U.S. energy sector.

USGO provides our members with a unique communications network that enables them to learn of developing state legislative trends, compare lobbying approaches and techniques, and exchange information and data on legislative issues so that each participant can better communicate their company’s viewpoints to state government officials.

“The USGO shall provide a forum for presentation, exchange, and dissemination of information of specific interest to utility employees involved in public affairs at the state level.”

We are excited to announce this year’s USGO Annual Meeting will be held at the Hyatt Wild Dunes Resort in Charlestown, South Carolina’s Isle of Palms July 14-17, 2026!

Be on the lookout for early registration, as you will not want to miss the opportunity to engage with colleagues from across the country on important energy matters impacting the industry.

For now, mark your calendars to head South, enjoy the beach and downtown Charleston, and collaborate with industry leaders, trade organizations, fellow lobbyists, and guest speakers on the energy evolution we are experiencing.

The Utilities State Government Organization invites you to join our organization.

USGO was organized in 1977 to fill the need for a professional organization of utility personnel with state government responsibilities.

It was recognized that national public affairs organization such as the United States Chamber of Commerce dealt with broad issues but were not utility specific.

The national utility associations, American Gas Association, Edison Electric Institute, and the Nuclear Energy Institute, are deeply involved in utility issues, but their concentration is mainly at the federal level. Our state electric associations do an excellent job on electric issues within their states.

The state association staffs along with the state utility government affairs professionals have utilized USGO as a means to readily access the thoughts and ideas of their peers in other states.

This is the void that USGO fills.

Board of Directors

The USGO Board is made up of members who, in their voluntary advisory roles, are an important voice in determining the policies, guidelines and bylaws under which the Organization and its various programs operate.

Leadership provided by the Board is essential to the successful implementation of programs and events designed to accomplish the mission of the Organization: "The Utilities State Government Organization (USGO) provides government affairs professionals from gas and electric utilities and electric cooperatives a unique communications network that enables them to learn of developing state legislative trends, compare lobbying approaches and techniques, and exchange information and data on legislative issues so that each participant can better communicate their company’s viewpoints to state government officials".

USGO Regional Organization

Regional Organization Map

USGO is operated entirely by utility state government professionals chosen by their peers. There is no paid staff. For purposes of governance USGO is split into four districts. Each district has three members on the board of directors.

Northeast District

Connecticut, District of Columbia, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont and West Virginia.

Southern District

Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and Virginia.

Midwest District

Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Ohio and Wisconsin.

West District

Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming.
